FIFA’s post-World Cup governance dispute has intensified after LaLiga president Javier Tebas argued that the abandoned proposal involving the tournament’s commercial operations cannot be settled by apologies or declarations of support. FIFA governance dispute remains open after Rabat meeting
Tebas said that keeping major decisions from FIFA’s governing bodies and representatives was not merely a communications failure, but a serious institutional breakdown. He rejected the idea that the meeting held in Rabat, Morocco, this week should provide a final resolution to the controversy.
The gathering was arranged amid criticism of Gianni Infantino over a plan that could have affected the commercial control of the World Cup. Tebas said the Rabat discussions must not become an occasion for forgiveness without scrutiny, describing the episode as a potential turning point for concerns over transparency, independence and the concentration of power in world football.
He also dismissed what he called the “Rabat pardon”, arguing that an admission of withheld information requires an investigation into who made the decisions and who should be held responsible. In his view, the person who personally initiated and led the process could not avoid responsibility, a clear reference to FIFA president Infantino.
World Cup commercial proposal was withdrawn
After the World Cup in the United States, Mexico and Canada, FIFA presented an idea to sell a 20 per cent stake in FIFA Forward Enterprise, a planned subsidiary intended to run the organisation’s commercial activities and events, including the World Cup.
Infantino later withdrew the project, saying he had listened carefully to the different parties involved. Tebas nevertheless maintained that withdrawing the plan did not answer the wider questions about how it had been developed and presented within football’s governing system.
Balogun disciplinary case cited in criticism
Tebas also returned to the World Cup case involving United States forward Folarin Balogun. His suspension was put on hold during the tournament after public political pressure from US president Donald Trump, who wanted the player available for the following match, the round-of-16 tie against Belgium.
Tebas described the affair as unacceptable political involvement in football’s independent disciplinary process. He was also critical of the explanations later offered by Infantino.
Support statements do not end the debate
The LaLiga president questioned messages backing Infantino from the Confederation of African Football, the Argentine Football Association and other federations. Rather than closing the matter, Tebas said those interventions illustrated a deeper structural problem in the governance of the global game.
For the World Cup cycle ahead, the dispute leaves FIFA facing renewed demands for clearer decision-making procedures around the tournament, its commercial rights and the independence of its disciplinary system.
