Brazilian football has chosen to make more room for its own academy graduates. In a vote held in Rio on Monday, clubs from the country’s top two divisions approved a gradual reduction in the number of foreign players permitted on a matchday squad, starting in 2027.
The move
The current limit allows clubs to name up to nine foreign players on their team sheet for a league match. That ceiling will fall to eight in 2027 before being cut further to five by 2030.
The change applies to teams in Série A and Série B and is designed to increase opportunities for young players trained in Brazil, whose pathway to senior football has narrowed in recent seasons.
Clubs opted for a phased introduction to avoid disrupting squads built around contracts already in place. Bahia and Flamengo were the only two clubs to vote against the measure.
More places for under-23 players
The Rio meeting also approved a new registration requirement aimed at protecting places for young talent.
Teams will be able to register 50 players for the league, with at least 20 of them required to be aged 23 or under. That youth quota will rise to 25 players by 2030.
The reform marks a clear attempt to redirect minutes and squad places towards domestic development. For European clubs watching the Brazilian market, including those in France, the long-term effect could be a stronger push for locally developed prospects to reach first-team football earlier.
